Don't if it's the best, but mix some water with some black powder, and rub it on the brass with a finger..., always tarnished the brass well for me when needed.

Howdy, I've always had good luck with Oxpho-Blue from Brownells. I've always wiped on several coats so you can control how tarnished you want it. Be sure to wear rubber gloves as it's nasty stuff...Eric
